Unblemished integrity
Every year in Quebec, the different levels of government award public contracts amounting to some $25 million. Subsequent to many scandals in recent years, the National Assembly adopted the Integrity in Public Contracts Act in 2012.
The Autorité des Marchés financiers (AMF) is the body designated to issue authorizations to business enterprises wishing to enter into public contracts and subcontracts.
Enterprises covered by this Act that must obtain an authorization from the AMF are those that are competing in a call for tenders or an awards process for contracts and subcontracts with Québec government departments and agencies and Québec municipalities involving an expenditure equal to or greater than the thresholds determined by the Government. SIRCO supports businesses in obtaining necessary certifications and resolves problems or breakdowns that can be detrimental to securing this authorization. To do so, SIRCO helps establish the requirements, particularly in terms of required policies, management and administrative followup.
SIRCO also investigates administratively dubious situations for government organizations and municipalities.
