Jocelyn April has thirty (30) years of experience as a police officer in Canada, including more than fifteen (15) years in computer forensics. His work in the police service earned him a Canadian Member of the Order of Merit of the Police Forces medal in 2012 and the Police Exemplary Service Medal in 2014.
Over the years, Mr. April has testified in court more than forty (40) times on computer-related matters, including nine (9) times as an expert witness in data analysis and recovery, victim identification and computer forensics before various Quebec court jurisdictions. Between 1999 and 2005, he was an investigator with the technological support service of the Sûreté du Québec as a specialist in computer data analysis and extraction, analyzing more than two hundred (200) cases and conducting more than three hundred (300) computer searches during that time. Between 2005 and 2008, he joined the Internet surveillance and monitoring team as a social media specialist. In that role, he investigated over 300 cases, including the Golden Palace case involving online casinos. His expertise was required for many investigative cases.
Between 2008 and 2015, he created the Unité d’Identification de Victimes for the province of Quebec. During that time, he was appointed sergeant responsible for the victim identification and Internet surveillance teams. From November 1999 to December 2014, he participated in more than thirty-nine (39) specialized computer forensics training events and more than nineteen (19) Interpol conferences, symposia and interest groups on the topics of computer forensics and crimes against children. These training events and conferences led him to represent the Sûreté du Québec across Canada as well as in the United States, Europe and the Caribbean. He has also been a speaker at more than thirty (30) college and university conferences, symposia and courses on topics related to computer science. He also specializes in photo and video analysis. Mr. April’s expertise stands out particularly in the following areas: forensic investigation, photo and video analysis, and evidence analysis in criminal matters.
